Standard identifying marks

The below gives you a breakdown of what to look for and what they mean:

1.On the logo, you will see a unique 4 digit code issued for each company which is followed by the year for which they have been awarded their approval and recommendation.
2. The circle around Handsome jack has a black background and the awarded title of Product Master or Seal of Approval is in white.
3. Product Grandmaster - The circle around Handsome jack is in the original Dark Blue background with a red circle around the outer rim and the awarded title of Product Grandmaster is in white.
3. The 4 point elongated North, South, East, West has also been removed from the original iBeard Club Logo.

This gives you the end user the assurance that they have been vetted and offer the highest quality cosmetically certified products and customer service by the iBeard Club.

If your preferred beard product company displays  either the Product Master Seal, Product Grandmaster  Seal, or the Seal of Approval, you can rest assured that your beard care routine is in good hands.

All Product Masters/Grandmasters & Seal of Approval  Companies have Cosmetic licenses and Test certificates (CPSR & CPNP)  and are vetted by the iBeardClub Manufuacturers Guild for your peace of mind.

I am happy to be advising iBeardClub on regulation around cosmetic products.
I have been preparing CPSRs for over eight years and in my own company for the last five. I did a chemistry degree then worked for couple of pharmaceutical companies, helping to bring to market asthma inhalers first and then a variety of diabetes, cancer and heart disease medicines.

After parental leave, I started training in the safety assessment of cosmetic products, which led me to where I am today – helping small businesses get their products to market, legally and safely. I enjoy helping new starters with their fledgling businesses and spend a lot of time answering queries and questions.

When I am not working, I like to run (up to half marathon) and I am involved with supporting women and girls in various ways as a volunteer Soroptimist. I do not have a beard.

CPSR Certification

CPSR stands for "Cosmetic Product Safety Report", this is a legal requirement for any cosmetic sold within the European Union. The EU Cosmetics Regulation defines a cosmetic as "any substance or preparation intended to be placed in contact with the various external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance and/or correcting body odours and/or protecting them or keeping them in good condition."

The above definition categorises all beard and moustache products firmly in the cosmetics category and as such, all beard products must have a CPSR and comply with all other aspects of the Regulation.

This is a report prepared by a safety assessor with suitable qualifications and experience.

The process they follow is to strict guidelines and the proposed formula of a cosmetic is scrutinised such that the identity of the ingredients and the amounts used are checked to ensure they are safe for human use and that they comply with EU regulations, including any components that may be regulated, such as allergens.

If a product contains water, extra testing is required (there are exceptions, but safe to assume – if it contains water – do these extra tests or ask the microbiological testing laboratory or your safety assessor for advice).

The main extra test is a ‘preservative efficacy test’ or ‘challenge’ test, to ensure any preservatives are functioning as expected to prevent bacterial growth. The time scale for this to be fully tested can be in excess of 6 weeks. Water-containing products also usually require more formal stability testing, where samples are held at elevated temperatures (>35°C) and at other conditions, to ensure the product is stable and safe for the proposed length of the shelf life.

Once you have a CPSR for your product(s), many of the sections of the Product Information File (PIF) will be complete and the information in the report will help you with notifying the CPNP portal and prepare the ingredient list for your labels.

Regulatory Requirements for Compliance with EC Regulation 1223/2009

Information about selling your products in the EU can be found in a booklet published by the UK trade body CTPA - https://www.ctpa.org.uk/file.php?fileid=2700.

The following is a list of the minimum regulatory requirements for selling a product in the EU and some useful links to where you can find out more information.

1. Product Information File (PIF) held in the EU [see https://www.cosmeticseurope.eu/library/ (search for PIF)]. There is no central database for this, but a copy needs to be retained at an address in the EU (& UK after the transition period of exiting the EU is complete and if no alternative agreement is made).
2. CPSR (Cosmetic Product Safety Report ie. safety assessment report)
3. Notify the CPNP portal [see https://ec.europa.eu/growth/sectors/cosmetics/cpnp_en and https://www.youtube.com/watch?v=_-HYruG-k5I&sns=em]
4. Correct labelling of the product (https://www.cosmeticseurope.eu/cosmetic-products/understanding-label/).

All products should be manufactured according to the principles of Good Manufacturing Practice (GMP) for Cosmetic Products. CTPA have published a guidance document (https://www.ctpa.org.uk/publications) to help manufacturers understand the system. Compliance with ISO 22716 can demonstrate GMP for your company but is not legally necessary – GMP compliance can be achieved through your own systems and practices.

The CPNP Portal

The Cosmetics Products Notification Portal (CPNP) is an online notification system for submitting certain technical compliance related information about cosmetic products.
The Regulation states that the designated Responsible Person (or EU Brand Owner) is required to submit certain information about cosmetic products and their product specifications to the CPNP if they intend to make them available on the EU Market.

The main purpose of the Portal is to provide easy and quick access to medical professionals if an adverse event is experienced for which the cause is suspected to be a cosmetic product.

Information submitted to the CPNP is made available through the portal to the relevant Competent Authorities, also enabling market surveillance, analysis and evaluation, as well as to safeguard against grey market or counterfeit products being made available in the general market place.

The information is only available to Poison Control Centres and other similar authoritative bodies established in individual member states for medical treatment and consumer safety purposes.

Sources of Regulatory Updates in the EU Regulations in and around compliance of cosmetic products are constantly being updated. The following is a list of suggestions for websites to monitor. UK trade body Cosmetic, Toiletry & Perfumery Association (CTPA) is the main UK-based source of collated information - https://www.ctpa.org.uk/. It is a member-only organisation with an annual fee. There are a number of free resources which are very useful:

Scientific Committee on Consumer Safety (SCCS) provides Opinions on cosmetic ingredients and is the first step in an ingredient’s limits becoming law and entering into the Annexes. https://ec.europa.eu/health/scientific_committees/consumer_safety/opinions_en#fragment2

International Fragrance Association (IFRA and IFRA UK) provide standards on fragrances and fragrance components mainly based on the allergens. There is a major update working its way through, called the 49th amendment. Expect your perfume documents to need to be updated between now and mid-2022 (which means your PIFs and CPSRs will also need to be updated). Will also affect some essential oils.

European Chemicals Agency (ECHA) https://echa.europa.eu/ is the go-to resource for chemicals in the EU and is the home of REACH and CLP for hazard classification (for SDSs). Although cosmetic products and ingredients do not have to comply with REACH, most ingredients used in cosmetics also fall under REACH for other reasons and updates here may affect cosmetic ingredients and how they can be used.

EU Safety Gate is a notification of all products that have been recalled due to safety. Can be filtered for cosmetic products only. It doesn’t provide regulatory updates, but it is a useful resource to find out the types of reasons a cosmetic product may be banned / recalled.
